Symptoms

While a job with a Job Trigger is held, it correctly ignores events that would otherwise trigger it, but it may trigger for those events when it is released.

More Information

When a job is held it continues to receive events from the Job Trigger, but (correctly) does not execute for those events. If any of those triggering events occur within 30 minutes of when the job was held, the job may trigger immediately when it is released from hold. If any triggering events occur more than 30 minutes after when the job was placed on hold, the problem does not occur.
